Someone who can say some words, phrases or sentences, but when asked questions like, “Who was Jesus?” or “What are three things that make your mom happy?” or (after a lesson on Noah) “Tell me why Noah built an ark,” they would echo the question, stare blankly, say an unrelated comment, or be on topic, but not answer the question.
